How a City Councilperson should address traffic concerns

As a City Council member, addressing residents’ concerns about unsafe intersections, such as the traffic flow issues at the intersection near the freeway at Columbia, requires a proactive and comprehensive approach. Using my experience in Real Estate and Property Management as well as knowledge of infrastructure and problem solving, here’s how I would handle it:

1. Acknowledge and Understand the Concerns:

Firstly, it’s crucial to acknowledge the residents’ concerns and demonstrate understanding. I would reach out to the affected community members, either through a community meeting or direct communication, to discuss the specific issues they face. This not only shows that their voices are heard but also helps gather detailed insights into the problem. This is an important component so I can gather support with the Council and City Staff.

2. Conduct a Traffic and Safety Study:

I would advocate for a thorough traffic and safety study of the intersection in question. This would involve collaborating with the city’s traffic engineering department and possibly external experts to analyze the current traffic patterns, identify the causes of safety issues, and assess the intersection’s overall design and functionality.

3. Explore Immediate and Long-Term Solutions:

Based on the study’s findings, I would work with the relevant city departments and stakeholders to develop both immediate and long-term solutions to improve safety. This could include measures such as adjusting traffic signals, enhancing signage, implementing road markings that guide traffic flow, or even considering structural changes to the intersection if necessary.

4. Seek Funding and Resources:

Improving intersection safety may require financial investment. I would actively seek funding and resources, potentially through city budgets, grants, or partnerships, to implement the recommended changes. Ensuring there’s a budget allocated for these improvements is crucial for moving forward. This brings on a CalTrans Component – to get State Funding and mitigation as well:

Engage with CalTrans:

Given the intersection’s proximity to freeway exits and entrances, it’s imperative to understand the broader impact of freeway traffic flow on local roads. I would initiate discussions with CalTrans to conduct a joint evaluation of how traffic from the local freeways contributes to the safety issues at Columbia and Main. This collaboration aims to gain insights into patterns that exacerbate congestion and risks at this particular intersection.

The goal of engaging CalTrans and conducting this evaluation is to identify specific measures that can mitigate the negative impact of freeway traffic on the neighborhood. This may involve reconfiguring exit and entrance ramps, adjusting freeway signage to alter traffic patterns, or even implementing traffic calming measures on streets leading to the freeway to discourage high-speed traffic through residential areas.

By considering the interplay between freeway traffic and local road safety, we can develop more integrated and effective solutions. This holistic approach ensures that any improvements made at the intersection of Columbia and Main are not undermined by external traffic flows. It’s about creating a safer environment not just for the immediate vicinity but for the broader community affected by these traffic dynamics.

5. Implement Changes and Monitor Outcomes:

Once funding and plans are in place, I would oversee the implementation of changes to the intersection. After improvements are made, it’s essential to monitor the outcomes to ensure the measures are effective in enhancing safety and to make any needed adjustments.

6. Communicate with Residents:

Throughout the process, maintaining open lines of communication with the community is vital. I would provide regular updates on the progress of the study, the solutions being considered, and the timeline for improvements. Keeping residents informed and involved helps maintain trust and ensures transparency.

7. Advocate for Broader Traffic Safety Initiatives:

Recognizing that one unsafe intersection might indicate broader traffic safety challenges in the city, I would use this opportunity to advocate for comprehensive traffic safety initiatives. This could include reviewing other potentially unsafe intersections and developing city-wide strategies to improve road safety.

In summary, addressing the safety concerns at Columbia and Main requires a multi-faceted approach that includes not only city-led initiatives but also a collaboration with state agencies like CalTrans. As a City Council member, I am committed to spearheading these efforts, bringing together all relevant parties to create a safer, more livable neighborhood for the residents of Riverside.
